This article is extremely vague
The title is a bit sensationalized.
If you read and translate the Russian sources in this article, the measures are more so aimed at non-credentialed agents luring players to America than it is the players themselves. It seems they want Russian players having Russian representation.
If you do even more digging, the Russian Hockey Federation released a statement back in May warning about working with these types of non-credentialed agents. Michkov’s agent (Sergei Fedotov) is not listed.
