Likely took a CCM stock practice jersey using the Pens template in red/white and (crookedly) plastered the winged wheel on it. Before sublimation was viable, these type of pro team designs in different color ways were very common for customizers to use for local teams.
If memory is correct, I’ve read these were fashion jerseys sold at Canadian Tire for all teams. It’s an official jersey just on the more affordable side.
