Licht clearly expects Baker to stay – otherwise he wouldn’t be given input and they wouldn’t have gone out of their way to hire an OC he is familiar with and who suits his game.
As long as the dollars can be worked out, there is a high chance IMO he stays. He also hasn’t seriously been linked to any other teams as potential teams as a target.
My guess is some have kicked the tires to his agent and were told he wants to stay here if the money can be worked out. That’s just my guess though.
