I would put Jalon Walker above the two Edge guys you mentioned. They have him listed at LB, but he will likely be Edge in the league, or OLB/Edge mix. If Carter is gone, and we want Edge, that would be my pick.
I think Graham is more likely to be off the board at 8 than Carter. He's been at the top of the board longer and there's more teams ahead with DT needs than Edge.
So many needs. Best player available. If it happens to be a WR or O lineman, then build the defense with veteran free agents.
First round pick is most important. Longer contract at cheap price. Allows money to be used at other positions.
BPA for #8 then trade up in 2nd for Defense and then feast on the deep Defense class for rest of draft.

3 of their Top 4 Selections will be on Defense – Edge,DT, Safety are musts with adding to the LB/CB
I like DE Nick Scourton of Texas A&M at #8
Edge Carter will be Gone, DT M Graham of Michigan will be gone too..
Scourton goes about 6’-6” 265lbs ..
Panthers should look into signing soon to be released DT Javon Hargrove who was hurt this year and played College at SC State and would be a nice fit with DB, A Robinson
Free Agent WR’s will will be out there as cap space casualties – C Kirk from Jaguars, T Lockett from Seattle, K Allen of the Bears, S Diggs of Texans, B Cooks of Cowboys, C Godwin of Dolphins, T Patrick of the Lions, M Williams of Steelers & many many others
I like Kyle Kennard from South Carolina later in the 1st if we trade back with a team to get more draft capital. He is a menace against the run and off the edge sacking the quarterback
I would also think about Tyler Warren from Penn State if we trade down. He is a weapon in the middle of the field that plays like Kittle to me. Just a thought
