Jon Heyman reported this morning that a Kyle Tucker deal could come as soon as today.
He also stated that some of Tucker’s ex teammates believe that he would “prefer Toronto over an even bigger market”.

It's not surprising he didn't sign for 3x50m. Players will almost never accept a shorter term with lower total value. The second contract after that plus the value of the first contract will rarely top the total value of a long term deal, plus the huge risk of injury or poor performance means it's just not worth it to give up long term security for a marginally higher short term fix.
He is waiting on the dodgers.
